Petroleum Refining Effluent Guidelines EPA promulgated the Petroleum Refining Effluent Guidelines and Standards ( 40 CFR Part 419 ) in 1974 and amended the regulations in 1975, 1977, 1982 and 1985. The regulations cover wastewater discharges at over 140 refineries across the country. Petroleum refineries convert crude oil and other liquids into many petroleum products that people use every day. Most refineries focus on producing transportation fuels. On average, U.S. refineries produce, from a 42-gallon barrel of crude oil, about 19 to 20 gallons of motor gasoline , 11 to 12 gallons of distillate fuel , most of which is sold as diesel fuel , and 4 gallons of jet fuel. During the process, which is also known as topping (refining), the oil is heated at the bottom of a 60-meter distillation column at a temperature of 350 to 400°C, causing it to vaporize. The vapors rise inside the column while the heaviest molecules, or residuals, remain at the bottom, without vaporizing. An oil refinery or petroleum refinery is an industrial process plant where crude oil is transformed and refined into more useful products such as petroleum naphtha, gasoline, diesel fuel, asphalt base, heating oil, kerosene, liquefied petroleum gas, jet fuel and fuel oils.
